Course/Program Development Procedures for Continuing Professional Education (CPE) Webinars 

Purpose This document outlines the procedures for developing Continuing Professional Education (CPE) webinars hosted by CKH Consulting, LLC. It ensures that program content and levels are appropriate for intended participants, and that the development process adheres to established standards. 

Scope These procedures apply to all CPE webinars offered by CKH Consulting, LLC. 

Development Process 

1. Subject Matter Expertise: 

    • Courses must be developed by individuals or teams with demonstrated expertise in the subject matter, evidenced by practical experience and/or education. 
    • The development team must include at least one licensed CPA (in good standing and holding an active license or equivalent in a U.S. jurisdiction) for programs in accounting and auditing. 
    • For tax-related programs, the development team must include at least one licensed CPA, tax attorney, or IRS enrolled agent (in good standing and holding an active license or equivalent).

2. Program Level and Prerequisites: 

    • Each course must specify the knowledge level: basic, intermediate, advanced, overview, or update. 
    • For intermediate, advanced, or update programs, prerequisite education, experience, and/or advanced preparation must be clearly identified in precise language. 
    • For basic and overview programs, prerequisites must be noted, if any; otherwise, state “none” in course announcements or descriptive materials. 

3. Learning Objectives and Outcomes: 

    • Programs must contain relevant learning objectives and outcomes that clearly articulate the knowledge, skills, and abilities that participants will achieve. 
    • Learning objectives should answer the questions: “What will the participant be able to do at the end of the program?” and “What is the take-away skill or knowledge?” 

4. Review and Approval: 

    • Programs must be reviewed by qualified individuals who were not involved in the program development. 
    • The initial review must occur before the first presentation of the materials, and subsequent reviews must be conducted after each significant revision. 
    • Reviewers ensure the program meets quality standards and regulatory requirements. 

5. Continuous Improvement: 

    • Courses in subjects undergoing frequent changes must be reviewed annually by an individual with subject matter expertise. 
    • Other courses must be reviewed at least every two years. 
    • Courses must be revised promptly following changes to relevant codes, laws, rulings, decisions, interpretations, and other significant updates. 

Development Procedures 

1. Planning: 

    • Identify the subject matter and target audience. 
    • Determine the appropriate knowledge level and prerequisites. 
    • Develop a timeline for course development, review, and delivery. 

2. Content Creation: 

    • Subject Matter Experts (SMEs) create the initial content, ensuring it aligns with the identified learning objectives. 
    • Incorporate practical examples, case studies, and interactive elements to enhance learning. 

3. Review and Feedback: 

    • Submit the course materials for review by qualified individuals not involved in the initial development. 
    • Incorporate feedback and make necessary revisions. 
    • Ensure participation of a licensed CPA or other required professionals during the review process for relevant programs. 

4. Final Approval and Publication: 

    • Obtain final approval from the review committee. 
    • Document the most recent publication, revision, or review date in the course materials. 
    • Publish the course and notify participants of the available webinar. 

5. Monitoring and Updating: 

    • Establish a schedule for regular reviews and updates. 
    • Monitor changes in relevant regulations and industry standards. 
    • Update course content promptly as necessary. 

Documentation and Records 

    • Maintain detailed records of all course development activities, including planning, content creation, reviews, revisions, and final approvals. 
    • Ensure transparency and accountability in the development process. 

Compliance 

    • Ensure all courses comply with CPE Standards. Reference: Standards Nos. 2, 3, and 4. 
    • Adhere to requirements for the participation of licensed professionals in relevant course development.
